Of course, if it is a document with little text such as a passport, birth certificate or marriage certificate, then a scanned copy or PDF will be fine. What we mean by this is that the document has been approved by all parties in your organisation before we start the process. It is challenging to translate a document when the source document is still undergoing changes and updates.
